Congress has no authority to take away rights, people have always had the right to travel without any license or registration of any type. The police state nature of our government and state based education with New World Order controlled media has installed in the minds of the people that they have to get permission and a license from the government to travel, or for that matter to do many functions that are simple and elementary rights, such as selling homes or stock.
